Actually all these rules need to go. The initial draft is also ridiculous. These rules maybe have a place in a system with no reservations. No one wants a bright capable student getting discriminated against because of characteristics outside his control. If people discriminate against retards, which is what our 50% reservation system selects for, then I don’t care. Let the circus go on. Why don’t the > 50% reserve students band together and discriminate against the GC’s, they are actually a majority in most institutions, are they not? Why are we pretending they are a minority in our colleges. Play stupid games, win stupid prizes

When a balanced draft was presented n needed some refinement, why agree to a leftist lawyer's suggestions . This smells of some kind of conspiracy too.

Dharmendra Pradhan and the BJP don't care a damn. Pradhan is busy handling Haryana, UP, Bihar, Uttarakhand etc elections and winning.

Who cares about something as (un)important as education? Rampant reservation is killing meritocracy anyway.

Without going into sordid details, let me just congratulate India's UGC on emulating ("aping" might be a more honest term) the worst of what has happened to American academia. There is a Presumption of Guilt, as in what notorious US Atty Gen and ex-real estate (scammer) Ed Meese said: "Why would u b a suspect unless u r guilty?"

Just when it would have been quite straightforward for Indian academia to race out ahead and become on par with the best in the world as the US and European systems collapse. Thx to Swarajya for posting this. It is sad.. for the future of the hardworking students. As one (American) said: "we come from poor families. THIS is our ONE CHANCE of truly getting ahead of the privileged types that get accepted in the Top universities. And by the time we graduate, we ARE ahead because we work so hard. But.. only if honest professors stand up for the truth and insist on standards". "Rules" such as those described above destroy any chance of that.
